Planning Policies to Encourage the Use of Recycled and Secondary Aggregates

The planning procedure in the UK can have a significant impact on the selection of construction materials, not least aggregates.

The documents below provide an insight in to the current and pending issues relating to Mineral Planning Policies which directly impact on aggregates.

More information on the current mineral planning guidance is provided below

More in-depth guidance on planning policies relating to the use of recycled and secondary aggregates can be found at AggRegain's Planning Module. This module provides information on the new planning structures introduced by the Planning and Compulsory Purchase Act 2004. This act requires a regional planning approach in England (with sustainability at the heart of this) which then informs the development of local Minerals and Waste Development Frameworks.

Minerals Policy Statement 1: Planning and Minerals (MPS1)

Minerals Policy Statement 1 sets out the Government’s key overarching policies and principles which apply to all minerals. The guidance aims to ensure that there is an adequate and steady supply of minerals in the long-term. The document also outlines a number of policies that encourage the use of recycled and secondary aggregates.

MPS1 replaces ‘Minerals Planning Guidance Note 1: General Considerations and the Development Plan System (1996)’ and Annex 1 on aggregates replaces ‘Minerals Planning Guidance 6: Guidelines for Aggregates Provision in England’.
